Designing an Integrated System of Rehabilitation Services Model for the Disabled in Iran

Abstract
Background and objective: Creating an integrated rehabilitation service system for people with disabilities has always been a key concern for health and rehabilitation policymakers. This study aimed to identify factors influencing the formation of such a system and propose a model for Iran.
Methods and Materials: This exploratory, cross-sectional, and applied research used an analytical approach. A conceptual model was developed through literature review and systematic analysis. A researcher-made questionnaire was validated (CVI, CVR) and its reliability confirmed (Cronbach’s alpha). It was completed by 335 professionals from rehabilitation-related organizations, selected via stratified random sampling across five regions of Iran. Data were analyzed using SPSS 22 and confirmatory factor analysis, and a model was designed using structural equations.
Results: All four dimensions—governance, resource production, financing, and service provision—significantly influenced the integrated system. Financing had the greatest impact, followed by resource production and service provision, while governance had the least.
Conclusion: The health system can enhance integration by allocating tax-based financing, organizing services, investing in resource production, and promoting cross-sectoral leadership.
