Background: A systematic study of the theoretical foundations of political culture and good governance shows that there is no model in government agencies for measuring political culture based on good governance.
Purpose: The purpose of this study is to provide a model for measuring the political culture of government agencies in Ardabil province with a good governance approach.
Method: The method of this research is qualitative in which the grounded theory was used to formulate the model. CVI, CVR and S-CVI content validity indices were used to determine the validity of the themes and components of the political culture model as well as the model itself. The population of this study consisted of experts in political culture and good governance with 20 experts as participants. The research instrument consisted of a structured unstructured interview with 6 questions. Three open, axial and selective coding methods were used for data analysis.
Results: The results of this study was led to the identification of 44 themes and categories in six dimensions of causal factors (5 themes), intervening factors (6 themes), contextual factors (5 themes), main phenomena (7 themes), strategies (9 theme) and consequences (12 themes).
Conclusion: According to the findinds it is comculuded that this model could be helpful to assess policital culture of the governmental organizations based on the good governanec
