The present research is qualitative-exploratory in terms of purpose and the method of analysis is Delphi method, the present research is descriptive-survey in terms of data collection method.
Findings: The presented indicators and its comparison with the desired value for a fitted model indicate a suitable fit of the model. A noteworthy point about model fit is that, while the structural model fit confirms that model, it never proves that the model is the only valid model.
Conclusion: According to the qualitative findings of this study, the factors affecting the weakness of education and talent identification of Shahab programs of the second period of primary education include the development and use of talent, identification and acquisition of talent and retention of talent.
