Presenting the Performance Evaluation Model of the Managers of Government Organizations with the Approach of the Statement of the Second Step of the Revolution

Abstract
Purpose: The present research was conducted with the subject of providing a performance evaluation model for managers of government organizations with the approach of the statement of the second step of the revolution.
Materials and Methods: This research was conducted based on a mixed research approach, which includes two parts: qualitative and quantitative. First, the qualitative part was discussed. The data theory theory strategy was used to conduct the research. In the data theory of the foundation, the probabilistic and available sampling method was used. In this method, the samples were selected according to specific criteria and preliminary findings by the researcher. In this research, data collection and analysis will be performed based on variable sequences or multiple revisions, and in the quantitative part of the research, random sampling was done randomly. In this research, a constructivist process was used to analyze the data. The statistical population in this study includes people with academic education and managers of state-owned companies. In this research, using the available sampling technique, an initial group was selected for interview and sampling has continued to the extent that with the continuation of sampling, no new ideas have emerged and the so-called research has reached theoretical saturation and adequacy. Then we presented a suitable model. After identifying the factors by AHP software, the factors were ranked.
Findings: The results showed that the performance appraisal objectives with a weight of 0.297 had the highest weight, the managerial skills factor with a weight of 0.257 in the second priority, the performance appraisal characteristics with a weight of 0.235 in the third priority as performance appraisal of government organizations with the second step statement approach. Revolution were ranked.
Conclusion: If managers can not understand the basic concepts of measurement, the use of metrics may produce poor results at the organizational level.
