Purpose: Another transformation of the government's civil
responsibility in the current era is the acceptance of the
government's civil responsibility for the losses resulting from the
implementation of national or local public health vaccination plans.
The purpose of this research is to investigate the government's civil
responsibility resulting from the exercise of sovereignty over public
health in the implementation of national vaccination plans.
Materials and methods: In this research, the descriptive-analytical
method will be used to collect information related to literature and
theoretical foundations, formulate hypotheses and present the initial
model of the subject. The data collection method was used in a
library (reading books, articles, magazines, research projects and
internet information banks). After this collection, the information is
checked with a comparative and analytical approach and written
after compilation.
Findings: Although public health programs include a wide range of
measures and as a result, many cases of possible damages, but it is
the issue of vaccination that has been able to attract opinions and
force different political systems. put it in the list of possible costs,
give an opinion on the law of civil liability and take into account the
interests of the government and the protection of people's health in
a fair way, so that just as individuals should pay the costs in front of
the government against the attacks caused by the administration's
disciplinary measures, equally Also, on the basis of fairness and
justice, as much as possible, compensate the people who suffer
damages in relation to the acts of governance.
Conclusion: According to the findings of the research, vaccination
is a way to manage the public health of the society, which can be
done in a mandatory or experimental way.
