Abstract
There are two fundamental issues regarding the Islamic
government: 1- The legal status of the Islamic government, 2-
The role of the people in the Islamic government. Different
and diverse answers have been given to the two mentioned
issues, so that the type of answer provided can lead to
legitimacy or illegitimacy. Among the Islamic thinkers, there
are different approaches to these two issues, so that some
believe in the prohibition of the establishment of the
government during the absence, while others believe in the
continuity of divine social orders and the necessity of its
establishment, and based on this, each of them has a special
structure of power. political throughout the history of Islam.
But in true Islam, which has found concrete expression in the
government of the prophets and their true successors, the
approach of people's presence in the formation and core of the
government is bold. For this reason, the government system
and method according to which the answers have been given
is more focused on the main role of the people in the
government and giving them political power, and this in Islam
brings out the way of government and supports it. And in this
way, so that they choose religious democracy as the main
possible mechanism to realize this goal (establishment of the
government and its continuation). According to the mentioned
propositions, the above research pursues the goal of following
the Islamic government in the time of absence, which is
legitimate and has a close relationship with democracy in its
formation and continuity. The research was done with
descriptive-analytical research method.
