A Qualitative Study of the Consequences of the Continuation of Socio-Cultural Barriers of Underdevelopment in the East of Hormozgan Province

Abstract
Purpose: The present research was conducted with the aim of
investigating the consequences of cultural-social barriers of
underdevelopment in the east of Hormozgan province.
Materials and Methods: The method of the present research
was qualitative and was carried out with the technique of
qualitative content analysis. The participants of the qualitative
part were all managers and executive elites of supporting
institutions, including the Imam Khomeini Relief Committee
(RA) and the Welfare Organization, and scientific experts
(including university professors and researchers) as well as
local influential people in the east of Hormozgan province,
which was conducted through snowball sampling after 17
interviews. The researcher reached data saturation. The data
collection tool was a semi-structured interview. The method of
data analysis was open, central and selective triple coding.
Findings: The results showed that some of the consequences
of the continuation of socio-cultural barriers of
underdevelopment are; The development of the culture of
poverty, the lack of a comprehensive comprehensive
development plan, the lack of sustainable regional
development, ineffectiveness and the lack of appropriate and
targeted services, the institutionalization of the culture of
dependence, the lack of a risk-taking culture, the lack of selfconfidence and pragmatic culture.
Conclusion: Therefore, it can be seen that one of the main
causes of institutional underdevelopment is the lack of
comprehensive development programs based on real needs
assessment. In the studied society, most of the financial and
sexual assistance is provided to the applicants.
