Purpose: This research was conducted with the aim of designing the
optimal model for the implementation of the health system
transformation plan, which is qualitative in terms of practical
purpose and in terms of the method of data processing, which is
based on the foundational data theory.
Materials and Methods: Its statistical population includes experts
and experts in the field of the country's health system, from among
whom 12 people were selected using judgmental and snowball
sampling methods, taking into account the criteria of expertise and
sampling adequacy. The method of data collection was a semistructured interview with an exploratory approach. The process of
conducting interviews with experts continued until the data reached
the theoretical saturation stage. The interview text was analyzed
using the data theory based on the systematic approach of Strauss
and Corbin during three stages of open, central and selective coding.
Findings: Based on the results, 184 concepts have been identified
and categorized in the form of 36 subcategories and 6 general
categories.
Conclusion: Finally, the research paradigm model was drawn based
on the causal conditions, central category, background conditions,
intervening conditions, strategies and consequences of the
implementation of the health system transformation plan.
