Abstract
The criminal law system of Islam and its limits is one of the
punishments whose purpose is to create a healthy society
through the education of healthy people. The importance of
this case and the law of punishment in its own kind is one of
the matters that, in the opinion of the Shariah, is worthy of
attention and care for the creation and survival of a healthy and
morally oriented society, therefore, in line with this matter, the
Law on Reducing the Punishment of Taziri Imprisonment on
23 Ardibehesht 99 and It was approved with the main goal of
reducing the number of prisoners in the last days of the 10th
Parliament. A law that, despite being promulgated and
enforced, is receiving a lot of criticism these days. Some critics
question the way it was passed and consider it to be devoid of
sufficient time for expert work, and others emphasize that this
law does not achieve its intended goals. It can be predicted that
the criminal courts issuing final verdicts across the country
will face a huge number of requests from the convicted
regarding the application of this law to them. In this article, we
intend to investigate the new legal criminal policy of the
legislator from the moral point of view in the holy road and
the government system and its effect in reducing the crime rate
intended in this law, preventing the occurrence of crime is the
most important step that we should take regarding criminal
security. If we have any delay and negligence in the field of
crime prevention, we will have to face unpleasant
consequences. Therefore, what is discussed in the first step is
related to the macro policies of the government, which should
be fully coordinated and coherent to implement the crime
prevention law.
