Designing Human Resources Management Strategies in Line with the Good Governance Model; A Case Study of Farhangian University

Abstract
Purpose: According to the report of the World Bank, the indicators of good governance in Iran are not in a favorable condition. Human resource management strategies of the country's public sector have more capacity and opportunity to influence good governance indicators. Human resource management in the public sector of the country needs to improve services in various functions. The main goal of this research is to design human resource management strategies in order to improve good governance indicators.
Materials and Methods: The methodological approach in this research is the foundational data theory. Semi-structured interview tool and related literature review were used to collect data. To validate the research model, two strategies of member review and pluralism have been used. The participants include executive and scientific experts in the field of governance and human resource management in the field of teacher training in the country. In this research, theoretical (purposive) sampling has been used and theoretical saturation was achieved after interviewing eleven people.
Findings: Based on the findings of this, in order to improve the indicators of good governance, the three strategies of empowerment, motivation and meritocracy in the human resources management of Farhangian University should be given attention and priority.
Conclusion: Farhangian University managers can improve good governance indicators by improving the quality of providing services to internal and external stakeholders (citizens) by providing continuous job satisfaction (motivation) of competent employees and empowering them.
