In today's international life, many issues have become global, and many issues have become part of international issues or among issues of global interest by leaving the scope of internal issues. Among these global issues is the issue of human rights. Guaranteeing respect for human rights and, on the other hand, the need for the continuation of the life of the state in the general sense and its movement in a desirable way, are the goals that are pursued in the framework of governments. Human rights prioritize the human species in the way of preserving the inherent dignity of human beings, and the government, as the defender of the rights of society and the protector of the state, finds it necessary to limit the implementation of human rights in many cases. Trying to find a balance point between the implementation of human rights and the protection of national political components has been the source of many severe political tensions within governments. The issue becomes more sensitive when human rights defenders in the international community accuse governments of using national political components, including national security and public order, to violate human rights. Unfortunately, in spite of human rights, despite more than half a century of international efforts in the field of establishing rules and norms and establishing executive institutions and mechanisms, human rights are still facing great challenges, and considering the extraordinary importance of the issue of human rights from the point of view of the international communities and Finding human rights towards globalization, in the current research, we are investigating the legal obstacles to the globalization of human rights with a descriptive-analytical method and investigating how to remove those obstacles, which are of special importance.
