Purpose: The purpose of this research was to present the excellence model of government organizations with an Islamic approach based on the statement of the second step of the revolution based on the excellence model of Iranian organizations.
Materials and methods: The research method is exploratory and from the point of view of the goal, it is applied with a mixed approach (quantitative and qualitative). Participants in the qualitative section included experts and university professors in related fields who were selected by snowball sampling. The data collection tool was a semi-structured interview that finally reached saturation with 15 participants. The software used in the qualitative section was MAXQDA.
Findings: The results show the extraction of 6 main dimensions and 17 core components in the form of a paradigmatic model of the excellence of government organizations with an Islamic approach based on the statement of the second step of the revolution (based on the excellence model of Iranian organizations) as the core category and causal conditions (organizational factors, ethical factors and organizational blessings), contextual factors (necessary infrastructure, organizational religion and knowledge management in the organization), intervening conditions (cultural factors, managerial factors and value creation of human resources), strategies (using the leadership approach in organizations, The application of the Islamic approach in organizations and the application of the motivational approach (and consequences) (organizational excellence in line with the Islamic approach and organizational excellence in line with the statement of the second step of the revolution) were obtained.
Conclusion: People in the supreme organization with an Islamic approach should emphasize the rights of the people and pay attention to the organizational stakeholders including customers, suppliers, competitors, government, financial institutions, :union:s, media, society, etc. give and pay their due
